I wanted a fish-themed look, but not a practical fishing outfit even though it was themed primarily around the fishing outfit's second evolution's jacket. As it came together, I thought about a girl not on a fishing trip but a "phishing" expedition, a cute girl baiting and luring people in cyberspace. I wish the skirt was a bit shorter for that kind of vibe, but I think with the thigh-high stockings it works!
